Job Description:
Overview:The Associate Director of Workforce Development is
responsible for the development and delivery of collaborative
resources and initiatives that significantly expand the number of
care providers in PHC's service area. The position will contribute
to the development of a highly skilled, diverse and culturally
competent talent pipeline to meet the workforce demands of PHC's
provider partners. There will be a specific focus on the following
three areas 1) Increasing opportunity for all residents in the PHC
footprint to advance in the health professions by creating access
to training and employment for both youth and adults, with a
special emphasis on health equity, low income and underserved
residents. 2) Align and expand education and training to prepare
health workers to meet the specific needs of PHC counties. 3)
Strengthen the capacity, effectiveness, well-being, and retention
of the health workforce.Responsibilities:Establish annual goals and
metrics.Works with CBO's, regulatory agencies, higher education
partners and entity leadership to develop short and long-term
strategies and goals to assure a stable and current future
workforce for PHC, while providing economic opportunity to
residents in the communities served by PHC.Support and drive the
expansion of pipeline programs to recruit and prepare students from
underrepresented and low-income backgrounds for health careers with
mentorship, academic, career, and psychosocial support.Identify and
create or support scholarships for qualified students who pursue
priority health professions and serve in underserved communities
under a new Emerging California Health Leaders Scholarship Program
and other sources.Provides regular reports to the Executive Team,
and by request, to the Board.Represents Partnership and its member
institutions at local workforce development and community building
forums.Works with local policy-makers to reduce barriers to
achieving equitable access to high quality education and jobs
designed to provide a living wage for individuals and families, and
to create new and feasible career pathways for anyone seeking
healthcare career entry and advancement.Oversees and directs the
Partnership Provider Recruitment Program and assigned
staff.Researches workforce related grant opportunities and manages
applications, and as appropriate, guides programming and provides
outcome reporting.Fosters cohesive and positive communication
between all constituents: HR, college leaders, community leaders,
Community Health, CBOs and the local health care delivery
system.Other duties as assigned.Qualifications:Education and
ExperienceBachelor's Degree required, Graduate Degree preferred;
Human Resources or Health Care preferred Minimum of five years'
experience in program management, workforce development and/or
human resources required. Health Care experience preferred.Special
Skills, Licenses and CertificationsDemonstrated knowledge of
theories, principals, and concepts of WFD in the healthcare
setting. Knowledge of the WFD system; including grant application
and management. Ability to work within and outside of the
organization to develop deep and impactful relationships with
community residents, community-based training organizations,
academic institutions and public and private agencies to foster
collaboration and progressive strategies and policy advocacy.
Proficient in using computer software applications such as
Microsoft Excel, Word, and PowerPoint. Strong interpersonal and
communication skills (oral and written). Ability to understand
complex organizations and manage internal and external
partnerships. Strong project management skills. Ability to work
independently, with all levels and within a strong team
environment. Ability to make logical decisions independently and
ability to maintain a high level of confidentiality. Ability to
communicate pertinent information to appropriate persons in a
timely manner. Ability to formulate and manage a budget.
Demonstrated cultural competence. Valid California driver's
licenseand proof of current automobile insurance compliant with PHC
policyare required to operate a vehicle and travel for company
business.Performance Based CompetenciesThe PHC Workforce
Development Department is a collaborative, responsive unit and the
Director for Workforce Development will respond to
affiliate-specific internal partner needs and requests in a timely
and professional manner. The Director will need to be familiar with
the culture, procedures and activities of individual affiliates,
and will conduct all business accordingly by operating within the
guidelines and expectations of each affiliate. The Director will
operate with the same responsive, respectful and culturally
competent approach with external partners, individuals and
organizations, properly representing PHC and its commitment to our
communities always.Work Environment And Physical DemandsWhen
required, ability to move about the organization (about 30% of the
time). Must be able to sit for an extended length of time. At least
50% of work time is spent in front of a computer monitor. Employee
is required to use hands and fingers, especially for typing on the
computer and using the mouse. Must also be able to reach with hands
and arms, and must occasionally lift heavy office supply boxes.
Employee must be able to talk and hear, particularly for regular
communication on the phone and in person.All HealthPlan employees
