Job Description:
PerTownCharterrequirements,perform dutiesasPurchasingAuthority
(inconjunctionwiththeFirstSelectperson)fortheTownandBoardofEducation.Establishpolicyand
systemsforpurchasinggoodsandservicesusedbytheTownandBoardofEducation.DirecttheprocurementofcapitalequipmentandO&MgoodsandservicesessentialtotheoperationofallTowndepartments,andallBoardofEducationfunctions.

Directandcoachstaffinreviewing/writingproductspecifications,preparingbiddocuments,developingnewsourcesandqualifyingsuppliers,analyzingbidIquoteresponses,selectingandawardingworkbasedonbestvalue
; - Review legalandbusinessissuesofallcontracts;
referissuestolegalcounsel ; - Examinebudgetsand
recommendopportunitiesforpurchaseconsolidationIcontractpurchasing ;
- Authorizeall purchase
requisitionsafterreviewforquantity,supplier,productspecificationsandcost
; - Monitor commodities markets and advise Town departments
onbudget and planning . -
Managementofallannualcapitalbudgetpurchasestotalingroughly$35,000,000fortheTownandBoardofEducation;
plus -
$30,000,000inoperatingImaintenancepurchasesfortheTownandBoardofEducation
; - Advise
andassistdepartmentemployeesinresolvingissuesregardingproducts,services,suppliers,payment
; -
Directandcoachdepartmentemployeesincommitmenttocontinuousimprovementofserviceofferedtocustomersandsuppliers
. -
Workatthedirectionofbuildingcommitteestosolicitproposals,checkcredentialsandqualifications,andselectarchitects,constructionmanagers,owner'srepresentativesandotherconsultantsforTownandschoolconstructionprojects
; - Authorizeprocurement requests and/or change orders from various
Town and FairfieldPublic Schools departments; -
Negotiatedeliverables,financialand
businesstermsofcontractsforprofessionalservices ; -
Contractindependentlyforallhazardousmaterialabatementanddemolitionworkrequired
; - Negotiatecontracts with vendors regarding purchase
requirements, prices, deliveries,current product development; -
Reviewspecifications,bidandpurchaseallspecialtyitemssuchasfurniture,fixturesandequipment;coordinatedelivery,installationandpayment;
- Attendbuildingcommitteemeetingsasexofficiomember ; -
Directandsuperviseessentialadministrativeservices,whichincludesmailcourier,toensurecourteous,timelydeliveryofqualityservicetointernalcustomers;
- Prepareand managePurchasing Department's
annualoperatingandcapitalbudgets; - Totalnumberofstaffis three
full-time,plusone out-sourcedposition ; - Account manager for Town
andBoard of Education purchasingcardprogram ; -
Leadregularstaffmeetings; - Conductemployeeperformanceappraisals
andcareerdevelopmentcounseling ; - Provide professional training
andguidance for Purchasing Department staff; Recommend and
implement improvements tointernal service levels; - In addition
tobuildingcommittee,attendBoardandCommissionmeetingsasrequired.
Additional Job Responsibilities : - Contributesto the professional
development of others by attending continuing educationprograms,
professional associations, meetings, conferences, and workshops
andthrough regular review of relevant literature and training; -
Superviseor coordinate work assignments of other Purchasing
Department staff; Required Knowledge, Skills andAbilities: -
Considerableknowledge and understanding of modern procurement
methods and practices andbudgeting procedures; -
Demonstratedproficiency in the use of a personal computer and
related software applications; - Considerableknowledge of
Municipal, State and Federal statues and ordinances related
topublic procurement practices and legal contracts; -
Considerableknowledge of contractual process and ability to
negotiate terms and conditionsrelated to contracts; -
Excellentcustomer service skills and considerable knowledge of
public contact and customerservice principles, techniques and best
practices; - Ability to work under the pressureof deadlines,
conflicting demands, and emergencies; - Highlyskilled in written
and oral communications and public presentations; -
Demonstratedability to understand pricing, business practices,
market conditions (includingenergy procurement and methodology),
information processes and technology; - Demonstratedability to
develop and implement long range plans for municipal purchasing
andadministrative services programs and to write competitive
specifications,perform the analysis of bids and other purchasing
functions; - Provenability to develop and maintain cooperative
working relationships with staff,department heads, administrators,
employees, outside attorneys, professionals,consultants, government
officials and the general public; - Use independent judgment and
makesound decisions. - - Complete all duties as assignedtimely and
accurately. - Proficient in the use of correctEnglish grammar,
spelling, and punctuation. Minimum Qualifications Bachelor's Degree
froman accredited college or university in Business, Public
Administration or arelated field, plus eight (8) years of
progressively responsible purchasing,administrative support
services experience, and five (5) years of supervisoryexperience,
demonstrated familiarity and understanding with the Town's
internaldepartmental processes - or - an equivalent combination of
education andprofessional purchasing experience deemed equivalent
by the Director of HumanResources. PreferredQualifications:
Experiencein a public sector, preferably in a municipal purchasing
setting;PublicPurchasing certification or progress toward public
purchasing certification;Knowledgein the use of Microsoft Software
Products -Excel, Outlook Word programs, and; Knowledgeof the Town's
financial / purchasing system (Munis);
