Job Description:
To support the overall financial success of PHC by providing
senior level responsibilities in the preparation and analysis of
Generally Accepted Accounting Principles (GAAP) financial
statements, statutory financial reports, budget development and
internal operational reports. Position maintains a significant role
in the maintenance of the general ledger and the month end close
process. The Senior Accountant is responsible for or assists with
the maintenance and configuration of the accounting systems as well
as being an advance user. The Senior Accountant has excellent
analytical skills and a thorough knowledge of accounting principles
to analyze financial reports and forecasts. Works collaboratively
with Finance staff and other Department Directors in the ongoing
analysis and reporting of all aspects of the financial statements
and other operating metrics. Provides assistance to other staff
level accountants. Responsibilities
- Prepare and record monthly journal entries for complex
financial items such as healthcare costs, capitation revenue, and
the company-wide budget. Position must understand all other journal
entries and record them when needed.
- Position plays a significant role in the timely preparation of
the monthly financial statements and reconciliation of complex
balance sheet accounts as well as all other accounts when
needed.
- Prepare the quarterly and annual financial statement reports to
DHCS, DMHC and other regulatory agencies as required. Address
inquiries regarding the reports from the same regulatory
entities.
- Prepare documentation for auditors and ensure appropriate
resolution to audit inquiries and/or findings for all financial
items and processes managed by the Accounting team.
- Prepare financial statements and statistical data related to
the annual audit and Management's Discussion and Analysis (MDA) in
accordance with the current Statement of Government Accounting
Standards (SGAS), applicable FASB's, GASB's, and other related
accounting regulations.
- Work with department directors in the development of their
annual administrative or other health care cost budgets. Prepare
and distribute monthly operational reports to the directors and
address material actual to budget variances.
- Prepare and provide support for other revenue, UMQA, other
health care costs and administrative costs to be included in the
rate development templates and medical loss ratio reports as
required by State and Federal agencies and prepared by the FP&A
team.
- Perform configuration changes in accounting system (Multiview)
and subsystems as required and authorized. Create, develop, and
maintain financial reports in accounting systems and develop tools
to export the data into other presentation software.
- Develop and document business processes and accounting policies
to ensure strong internal controls and adherence to company
policies. Qualifications Education and Experience Bachelor's Degree
with emphasis in Accounting; minimum five (5) years' progressive
experience in financial reporting and analysis; minimum two (2)
years of experience with healthcare data analysis; or an equivalent
combination of education and experience. Special Skills, Licenses
and Certifications Strong working knowledge of Accounting and
Finance principles including GAAP, FASB, GASB and other State and
Federal reporting regulations; experience within Medicaid managed
care desired. Intermediate to advanced level proficiency in
accounting systems (MultiView a plus), Microsoft Excel and Access.
Proficient understanding of data integrity and database structures.
Detailed knowledge of business data analysis, utilizing information
systems and procedures for compiling, analyzing, interpreting, and
reporting data. Strong data management, audit control, version
management, and reconciliation management skills required.
Performance Based Competencies Must demonstrate strong verbal and
written communication skills, attention to detail and ensure all
assignments are completed with a high level of accuracy on
specified due dates and in compliance with regulatory and internal
policies: ability to clearly communicate complex information to
diverse audiences. Excellent analytical, problem solving,
investigative and research ability. Ability to work in a team
environment, manage time efficiently, adapt to changing priorities
and multi-task effectively. Ability to determine appropriate
courses of action in complex situations that may not be addressed
by existing policies or procedures. Ability to make decisions that
require significant analysis and investigation with solutions
requiring original thinking. Stays current on all regulatory
reporting requirements. Work Environment And Physical Demands
Ability to use a computer keyboard and 10-key calculator. More than
70% of work time in front of a computer monitor. When required,
ability to move, carry, or lift objects of varying size, weighing
